Divisions of the Department

Department has four divisions and they are:

  • 1. Executive Division
  • 2. Policy Division
  • 3. Information Division
  • 4. Corporate Services Division

Executive Branch

The Branch is headed by the Secretary and provides overall management and leadership for the Department. It also maintains advisory link with the Minister.

The Branch consisted of an Executive Officer, Internal Auditor, Executive Assistant and a driver.

Itsbroad functions include:

  • Provision of regular policy advice to the Minister;
  • Provision of timely Parliamentary Briefs to the Minister
  • Facilitation of Minister's regular directives to the Department and industry
  • Undertaking activities directed by the Minister or Chief Secretary to Government from time to time
  • Maintaining dialogue with the communication sector and the public and
  • Providing leadership for the department.
  • Overall coordination of major projects the department is undertaking.

Internal Auditor

The Department has an Internal Auditor whose primary functions are to ensure smooth flow of financial and operational activities of the department.

Some task of the Internal Auditor include:

  • Review of Budgetary control/expenditure for the current & preceding year
  • Update Assets Register and staff payroll
  • Assist Corporate Services in compiling quarterly financial reports to Secretary
  • Internal control systems

POLICY DIVISION

The Policy division coordinates policy formulation, implementation and monitoring. It is made up of Deputy Secretary, Communication Advisor, ICT Infrastructure Advisor, Research Officer and Personal Assistant.

The Division also provides advice to the Secretary on Policy issues relating to communication and information technology.

The Division's core functions are to:

  • Provide appropriate and timely policy advice to the Secretary on matters relating to communication and information;
  • Coordinate Information and Communication Technology (ICT) Policy implementation and monitoring;
  • Ensure expansion of telecommunication and other ICT services to rural areas to achieve universal access;
  • Cordinate relevant donor, regional and other international ICT programs;
  • Facilitate development and utilization of Government impact projects
  • Continue partnership with international organizations like the International Telecommunication Union(ITU)&Commonwealth Telecommunication Organization (CTO) for staff training and development & ICT sector development in PNG.

INFORMATION SERVICES DIVISION

The division has oversight for two key areas, namely public information & Awareness and Internal IT Management.

The division is headed by the Deputy Secretary (Information Services), and supported by the Information Manager and the IT Manager.

The Public Information & Awareness function coordinates programs aimed at creating awareness and disseminating government development information to the general public, particularly in the rural Papua New Guinea.

The Division is responsible for :

  • Media Liason with the ICT Community
  • Creating and maintaining an internal electronic filing system
  • Maintaining dialogue/liason with the PNG Media Council and the mainstream media
  • Maintaining the internal IT Network
  • Administering the Department website and government portal and
  • Cordination of domestic and international media for national events and visiting dignitaries; Participating in domestic and international media events

Information Technology Board(ITB)

The Information Technology Board was transferred to this Department from the Department of Personnel Management through NEC Decision No. 124/2006.

The Board is supported by the ITB Cordinator with Secretariat provided under the Policy Division of this Department. With the recent recruitment exercise, screening process is underway to fill the positions of an Executive Officer and Personal Assistant.

The Board has mammoth tasks of coordinating government IT set up to ensure the integration of standards and systems towards the realization of a fully fledged e-government system.

The responsibilities of the board are to :

  • Develop and review information technology policies for the public service;
  • Research, develop, monitor, evaluate and establish guidelines for the acquisition and use of information technology
  • Human resource & training in the ICT Sector

CORPORATE SERVICES DIVISION

The Division provides support services to the Department and Ministry.

The Division is headed by a Director and supported by a Human Resource Manager, an Accountant, Data Entry, Executive Assistant and a driver.
