Jimmy Miringtoro was born in Bougainville on 28 October 1958 and completed his primary and secondary education in Bougainville.

He holds a Bachelor degree in Food Technology from the University of Technology, Lae.

Mr. Miringtoro was self-employed during the Bougainville crisis in mid 1980's. He was also high school teacher and taught at various schools in Bougainville.

His political career began when he successfully contested the seat of Central Bougainville in the 2007 general elections and elected to the 8th National Parliament.

On September 19, 2007, Mr. Miringtoro was appointed deputy chairman of Legislation Committee and chairman of the Parliamentary Referral Committee on industrial Relations. He also served on the Parliamentary Referral Committee on Justice.

Mr. Miringtoro was appointed Minister for Communication and Information Technology on 5 August 2011 , following Peter O'Neill's election as Prime Minister . He served in the position until July 2012.

He got reelected to the 9th National Parliament following the 2012 general elections and became Minister for Communication and Information Technology on August 5, 2012.

A former member of the People's Democratic Movement and current Member of the People's National Congress.
